The hidden cost of reviewing tender dossiers by hand
A public procurement dossier in Spain can run to hundreds of pages across the administrative (PCAP) and technical (PPT) specifications plus annexes. Deadlines are short, the review is split across several people, and the real risk is rarely the obvious part: it is an unusual penalty clause, an atypical solvency requirement or an award criterion that changes the bidding strategy. Reading everything at the necessary depth, tender after tender, does not scale.

It also compares procurement documents side by side, useful across versions of one dossier or across similar tenders.
